WALCOTT MBE Windell Oliver (Joe) Passed away peacefully aged 92 years of age on Saturday the 24th of November 2018. Much loved husband to wife Loretta and father to Jimmy, Yvonne, Jennifer, Donald and Yvette. Joe arrived from Jamaica to England during the second World War to serve a country he loved. He spent thirty-nine years serving in the Royal Air Force, followed by a period with the Ministry of Defence, and then subsequently became a local and district councillor to Carterton and West Oxfordshire. Joe was elected the Mayor of Carterton twice before becoming the Chairman of West Oxfordshire District Council, and an MBE in 2006 for services to his community. Family man, mentor, politician, musician, sportsman, Joe was many things in life, but above all, he was a generous and loving husband, father, and grandfather with time for anyone who needed advice and help. He will be missed by all.The funeral will be held on 6th of December at 11.00am at St Josephs Roman Catholic Church, Arkell Avenue, Carterton. My deepest sympathy goes out to Loretta and family. Joe was an inspiration to me during my time in the Royal Air Force and was such a lovely, lovely human being. With time for everyone, Joe was a warm, caring and compassionate man with time for everyone. He will be greatly missed. RIP Joe.
