Controversial plans for a new children's home have been withdrawn. 

Applicant Blossom Heights Social Care wanted to convert an existing house into a residence for young people in Crouch Road in Banbury.

However, the plans have now been withdrawn.

Fears had been raised over safety, with five residents of Crouch Road objecting. 

Householder Simon Thomson said: “If the development is poorly managed by the owners it could rapidly become a serious problem for the council, the police and supporting services, the residents and more importantly with the key individuals that this whole establishment is being proposed for - the children.

(Image: Cherwell District Council.) “The property itself is located in a quiet single lane street. Therefore limited access for traffic to pass or park.

"Parking is limited at best due to the number of vehicles hence the introduction of residential parking within the last year.”

He added: “The risk factor of any untoward activity or anti-social behaviour is considerably higher than normal due to the type of proposed change of use and absolutely must be factored in to any decision.

"Police would require an increase in resource and would have to be without any question of doubt able to respond immediately (due to vulnerable residents of the premise), the council will be required to be accountable for any activities occurring outside of the remit of the police, and able to act swiftly.

"Given the spiralling costs councils and public services are faced with this must be factored to any decisions.”

Householder Tristan Findlay said: “The lack of detail on the application and the conflict of this with their website, also fills us with concern about if granted, the type of people that could be placed within this residence.

"While supporting the needs of individuals who find themselves in unfortunate circumstances should be commended, the seemingly inexperienced nature of the business sends alarm bells. 

“Given concerns already raised by Thames Valley Police and The Highways Agency, as well as thoughts from neighbours living close to this property, I hope this proposal is declined and that the sizeable property can be used for a family or individuals who need affordable property in Banbury.”

Thames Valley Police's comment said: “Given the nature of the proposed development, the residents of this development are very likely to be very vulnerable, and every effort must be taken to ensure their safety and wellbeing at all times.

"I note that no changes to the existing development are proposed, however I do have some concerns with this.”
